Ann Takamaki
Throughout the main story plot, Ann is the goat. She's consistently twin and I literally never let her leave the party. Her social link felt very underwhelming and kinda strange at parts, especially the modeling "rivalry". Dating her also feels clunky and wrong, mostly due to her social link. She belongs with Ryuji. Still overall she's one of my favorite characters.
A-tier
Makoto Niijima
She's the "canon girlfriend" and most popular choice, but these people are dogs who lick anything with a little bit of peanutbutter on it. Makoto is goated in the party and her biker theme is maybe the coolest thief fit out of anyone. Not to mention her introduction and position throughout the main story plot are one of the best. But her social link is not even about her! The only thing that comes up regarding her and Joker during her social link is that they have to "pretend to date" for half of it. I'm not moved. Also we don't fw her like Ann.
B-tier
Tae Takemi
The indisputable goat. She bears no significance to the actual story in the game, but her social link is one of the most genuine and impactful. The dialogue choices actually give her and Joker a surprising amount of chemistry, and she's a goth doctor. I picked her for every special romance cutscene. They cooked here.
S-tier
Sadayo Kawakami
In my experience with Persona games so far, dating your teacher is an important delicacy. Kawakami's social link happens to be one of the most unhinged and nonsensical ones. Just total insane fantasization, but it's pretty hilarious. Also the benefits her social link gives you throughout the game are totally awesome and it's even funnier considering the context. We fw Kawakami.

Hifumi Togo
I finished her social link and I still had to google her name while I was making this. Absolute nothingburger of a social link shoehorned in to give Joker another attractive girl he can date. I remember almost nothing, I never cared for 1 second.
F-tier
Futaba Sakura
I guess she's the second most popular option amongst fans. Probably for a couple of reasons. On one hand she's the closest mapping to the game's playerbase: shut-in, good at computers, loves video games and nerd culture, on the other she's the youngest girl you can date. It felt really weird dating her because she's DEFINITELY supposed to be more of your little sister narratively. Also Sojiro specifically asks at one point for you not to get with Futaba, and that's big dog you know we respect him. Her character is awesome though. Totally quirked up and she easily has one of the most narratively impactful backstories. Her social link is cute too, although a teensy bit loser baity.

Haru Okumura
For gay people or losers. Rich girl who's shy but has important responsibilities blah blah blah the company blah blah blah her shares and shes sooooo shy she doesn't know what to do and she just wants to plant plants. Probably only appeals to the gays but we already have Ann so what are you for. Only other people who like her are probably those dweebs who fantasize about holding the door open for Elon Musk one day.
D-tier
Ichiko Ohya
She's okay. Her social link is interesting enough. I honestly just feel like she was set up to potentially have some really cool dynamic with the narrative, almost like Mishima, but then she didn't. Forgettable and way less fire than most of the other girls sorry Ohya :(

Yoshizawa
I hate her. I don't care that she has a little twist or some narrative weight on the back half. You already forced this annoying devoid of personality girl on me for like the full game. It's too late now I don't care. I didn't even do like any of her social link post-you-know-what, but I couldn't care at that point she was sullied.

Chihayan Mifune
She's cool. The fact you have to commit so hard to even begin her social link positions her in a really interesting way. Also her dynamic and the abilities she gives you access to are fire. The story throughout her social link is interesting, but the "country-bumpkin" accent gimmick thing made me want to throw up.
C-tier
Sae Niijima
The only girl you can't romance, Makoto's sister, an absolute plot monster, and one of the most fire girls in the whole game. She's so integral at so many parts of the story and her progression is so satisfying to watch unfold alongside your own journey throughout the course of the game. I need an Ace Attorney style Sae spinoff game.
